I. ABSTRACT
Prior to the pandemic, the number of poor Nigerians was expected to increase by about two million largely due to population growth. But that number will likely increase by seven million – with a poverty rate projected to rise from 40.1% in 2019 to 42.5% in 2020, according to the global bank's report
Already, 1 in 10 or more than 82.9 million Nigerians live in poverty according to the National Bureau of Statistics (NBS) in its Poverty and Inequality report published in May.
Skills Acquisition as a means of empowerment has caught the attention of government in Nigeria for over two decades. This is so because it is believed that empowering youths, women, the elderly and people living with disabilities (PLWD) etc will reduce youth unemployment and enhance their self sustenance. In view of this Barrister Sam Otoboeze Foundation (BSOF) in this first phase of the report (baseline report) started the project by carrying out a baseline sensitization /awareness campaign by organizing a training programme, ‘Empowering the youth and less privileged to shape Nigeria’s Future was organized on the 18th of December, 2020 to create awareness and sensitize the people on the needs and benefits of acquiring skills aside formal education or seekig out white collar jobs due to the rise in unemployment and current econmic status in Nigeria.
II. DESIGN AND IMPLEMENTATION
The project design was aligned with the government and economic needs to sensitize the people particularly youths and women on the importance of acquiring skills to help support themselves and take off unnecessary pressure from the government, seeking white collar jobs and reduce social vices on our streets as crimes became increasingly high during and after the lockdown this Covid-19 era.
In designing the project due consideration was given to the planned activities of other development partners in the subsector and major government regulations on large gatherings in several regions of the state at the time this project of ‘Training 50 rural women in states in Nigeria’ was planned. Due to these and financial constraints for this project the total skills training of 50 rural women in Nigeria is categorized into three major phases.

Hence, this is the project baseline report. In view of the basics, Barrister San Otoboeze Foundation (BSOF) organized a sensitization programme, a public lecture/ seminar with scholarship and prizes in IgboEtiti, Local Government Area of Enugu State, Nigeria to educate youths and women on Empowering the youth and less privileged to shape Nigeria’s future. A total of 128 women and youths were in attendance: 66 women and 62 youths (30 male and 32 girls). A major part of the participants were students from ten invited ten public secondary schools (Igbo –EtitiSecondary School Ikolo, Community Secondary School Ozalla, Community Secondary School Umuna, Community Secondary School Umunko, Community Secondary School Ochebe Dim, Premier Secondary School, Ukehe, ST. James College, Aku,Community Secondary School, Ohebe,Girls Secondary School Aku and Goverment Secondary School Ukehe )to participate in a Quiz competition and win scholarships and free trainings after the public lecture sensitization program was presented by two facilitators/ Resource persons engaged to provide the lecture.

SUCCESS STORIES SOME OF THE SIX BENEFICIARIES FOR TRAINING AND SCHOLARSHIPS
Dinwoke is a 16years old female from Aku community in IgboEtiti Local government of Enugu State, she is from a family of five and an orphan who found it very difficult to feed, or even graduate from college. This scholarship awarded to her is as a result of her being one of the first prize winners of the Quiz competition with offers of free training programme to complete her formal education and participate in the skills training program of training 50 women in rural communities in Nigeria upon her graduation from college.
Nnadiogo is a 17 years old female who also is from Aku community and the second female beneficiary of the first prize scholarship awards given out to the winners of the Quiz competition. She is from a family of peasant farmers who would take their farm products to the market for sale in order to survive but with Covid-19 outbreak and herdsmen raiding of farmlands in Nigeria, a great deal of hardship were suffered by several farmers. Nnadiogo’s dream of completing her education became impossible until Barrister Sam Otoboeze Foundation (BSOF) offered her free scholarship and training.
These are a few testimonies of the beneficiaries of the free training program and formal education scholarships offered by BSOF due to all he generous donations of our donors on this GlobalGiving platform who donated generously last Oct during the launch of our project ‘Skills training for 50 rural women in Nigeria’. Barrister Sam Otoboeze Foundation (BSOF) has however only been able to execute just a first phase of this project (baseline) and due to the donation we were only able to receive in comparison to what was actually needed to execute and implement the project to full completion was not realized. BSOF thanksful to our generous donors could only raise one-tenth of the actual amount of $50,000, we raised about $1500. In addition, its with this funds we got that BSOF was able to carry out this much of the project.
